Shay Tarver

Shay Tarver is a Strategy Architect who works at both ends of the public health system: the institutions that shape policy, and the families living through it. Shay is a Public Health Executive by training and a Birth and Postpartum Doula by calling.

As a Public Health Executive, she has spent more than a decade partnering with public health organizations at the local, state, and federal levels, turning complex challenges into clear, actionable strategy. She specializes in guiding teams through moments of change, including scaling operations, streamlining systems, launching new initiatives, and driving digital innovation.

As a Birth and Postpartum Doula, Shay brings that same systems-level thinking directly to the people those systems are meant to serve. Grounded in Maternal Health research, she supports mothers through birth and postpartum, while advocating on their behalf at the state level through legislative agendas and policy memos.

Together, her two paths form a single vision: building innovative solutions from the boardroom to the birth room to end the Black Maternal Health crisis.

Shay serves on several boards and remains an active, dedicated presence in the Atlanta community.
